Theme 3 Intelligent Client, Intelligent Provider (ICIP)
Large infrastructure projects (IT, construction, engineering) are prone to high-profile failures. But where there are success stories and delivery is on time and budget, there are notable differences in the approach by both clients (“intelligent clients”) and providers.
Specifically, we can identify behaviours that characterise an "intelligent client", including
- the real nature of the relationship between (so-called) partners in delivery,
- how the supply chain is managed,
- the role of contracts
- who owns risk and opportunities uncertainty.
The provider can also switch focus from project delivery to delivery of benefits and the maximisation of mutual value from a client relationship.
In the IT world, IT-Enabled Business Change has been a theme for some time – reflecting this change of focus. However, enabling is the reactive stage. The next stage focuses on directly enhancing client capabilities. Combining this with the intelligent client role develops the concept and practice of proactive change as a strategic capability.
