Stephen has spent the last eight years as a consultant in public sector reform. He is currently Managing Consultant with the Management Efficiency Unit in the Office of the Prime Minister in Malta, and is responsible for planning, monitoring and facilitating a number of change management projects aimed at improving the operational efficiency of the public service and the delivery of quality services, including e-Government.
"The Inability to Translate Public Policy into Effective Strategic Action". The research study aims to: determine what issues, or factors, inhibit or facilitate the translation of public policy into effective strategic action and identify and examine past measures / responses that have tried to address / overcome the policy `gap`, or have otherwise sustained / enforced it.
